Readjustment Counseling Assistant (OA)

The Readjustment Counseling Assistant (OA) serves on a multi-disciplinary team located in a community-based Vet Center that provides veterans with community outreach, counseling, therapy, treatment and direct services and referral to VA and community resources. In addition, the RCS program provides community education regarding the problems and needs of the veteran. Vet Center team members work in cooperative collaboration with one another and with professionals, paraprofessionals, volunteers and others in VA facilities and community agencies to help veterans recognize and resolve their problems and needs. Duties include but not limited to the following:
Supports the technical/clinical work of the Vet Center professional staff by serving as the initial contact for veterans and their significant others who seek treatment, experience problems and request information; Identifies those cases that require immediate evaluation or emergency treatment, secures appropriate care, then initiates necessary administrative processing; Makes initial determination of veterans' eligibility for services, initiating search for verification, if needed; Looks for delays or problems in service delivery and initiates action/coordination to correct the problem and expedite the case; Designs, organizes and maintains filing systems; Compiles and prepares weekly, monthly, quarterly and annual reports or submits pertinent data for inclusion; Monitors supplies and requisitions needed for office equipment, supplies and resources; Receives, screens and will prioritize all incoming correspondence, takes action on all work that does not require the attention of other staff, and assures that suspense dates are established and met; Organizes and maintains a flexible, yet effective administrative workload schedule, determining daily and weekly priorities; Participates in and contributes to the agenda of administrative and clinical staff meetings and other meetings when appropriate; Provides quality control for the Vet Center clinical records system; Maintains records of all Vet Center Fund Control Points activity. Makes recommendations for budget plan; Serves as timekeeper, maintains personnel records and timecards, processes personnel requests for Vet Center team. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. This position requires the skills of a qualified typist. In addition to meeting the experience requirement described below, you must be able to type at least 40 words per minute. MINIMUM QUALIFICATIONS GS-6:
One year of specialized experience equivalent to the GS-05 grade level in federal service that has provided you with the knowledge, skills and abilities to successfully perform the duties of a Readjustment Counseling Assistant (OA) specialized experience involves:
designing, organizing, and maintaining a filing system, correspondence, timekeeping and client records system; maintaining fund control points, credit card/purchasing records and budget/contract fee records; utilizing various software programs i.e. Excel, MS Word, PowerPoint, etc.; monitoring supplies and requisitions needed for office equipment, supplies and resources; extracting information from various data or programs sources considering the applicability of information and the characteristics and quality of the sources; contracting procedures to process contract provider request and billings. -OR- Six (6) months of graduate education or a post-bachelor's degree internship meets the specialized experience only in those instances where it is directly related to the work of the position for GS-6. -OR- Equivalent combinations of specialized experience and education as described above may be used to meet the total requirements for this position. Ability to maintain fund control points, credit card/purchasing records and budget/contract fee records. Knowledge of PCs and the ability to efficiently and effectively perform various software programs. (Such as Excel, MS Word, PowerPoint, etc.) Ability to respond to customers and co-workers promptly and in a friendly, respectful, professional and cooperative manner; consistently demonstrate positive and professional image of the organization. Ability to develop and establish an effective working relationship with all stakeholders. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
The work in the Vet Center involves irregular hours, including evenings and weekends. The work is mainly sedentary in nature, requiring minimal physical demands. Routine walking, standing, bending, carrying of light items such as paper, files, supplies, books, small parts and operating a standard passenger motor vehicle, etc. The work requires the incumbent to be able to move comfortably around the office and when necessary other locations. No special physical demands are required to perform the work. A valid driver's license is required. The client population involves a wide range of individuals, a percentage of whom are acutely emotionally disturbed.
